7% of the Medicare Advantage market is losing their plan in 2025!

The purpose of this post is to lay out opportunities in the MA, MAPD markets revealed in the Crosswalk and Landscape files released by CMS last week.

Specifically, we will be looking at current enrollment statistics where plans are being terminated, and where plans are renewing, but are reducing service areas (“SAR Terminated”).

[Note: For this analysis we are only looking at Individual MA/MAPD Plans, are excluding 1876 Cost, Medicare-Medicaid Plan, MSA, and National Pace plan types. Also note that the enrollment counts are as of September 2024 and utilize plan/county data from CMS which slightly undercounts enrollment.]

The Big Picture

The number of individuals (~2 million) impacted by “Terminated” plans (including both plan terminations and SAR terminations combined) is significantly higher this year compared to previous years:
