Non-Commissionable Plans - 2026
The 2025 and 2026 plan year brought the most significant wave of non-commissionable Medicare Advantage plans in recent memory. Driven by a combination of reduced government reimbursements, elevated medical utilization, and deteriorating plan-level profitability - particularly in PPO products - carriers moved aggressively to slow new enrollments on their least profitable plans by removing agent commissions.
This post serves as a reference repository: a summary table by carrier, followed by a source section with direct links to carrier documentation where available.
Important framing notes before you use this data:
Non-commissionable status applies to new enrollments only in almost all cases. Renewals on previously sold plans continue to pay.
Effective dates vary by carrier and announcement wave — some changes hit pre-AEP (September–November 2025), others hit post AEP.
Enrollment figures for affected plans are available in the MMI+ web application. Plan-level enrollment can be queried by contract/PBP code.
