Preliminary MA/MAPD Plan Terminations - 2026

Typically, by this time in October, all of the Medicare Advantage data files needed to analyze plan terminations, service area reductions, consolidated plans has been released.

Unfortunately, that is not true this year.

While the 2026 Landscape data has been released, the Crosswalk data has not been released (due to the government shutdown).

As a result, we don’t fully understand the scope of MA/MAPD enrollees who will be losing their plans as of January 1, 2026.

Once the crosswalk data is released, the MA Web app will be loaded with the 2026 opportunities, similar to 2025 opportunities.

But since we don’t have that yet, we put together a downloadable data set (excel spreadsheet) that contains a “preliminary” list of plan termination and renewals.

For this analysis, we are comparing the 2025 Landscape to the 2026 Landscape.

If a Contract/PlanID/County combination is in the 2025 Landscape, but not the 2026 Landscape, then it’s categorized as “Prelim Terminated”, and if it’s in both then it’s categorized as “Prelim Renewal”.

Without the crosswalk this is very likely an overstatement of terminations.  Some of the plans will actually “crosswalk” to plans that are in the 2026 landscape and not be terminated.

But, it is helpful to find potential opportunities that can be targeted.
