New MA/MAPD Enrollment, Crosswalk, Landscape Dataset

A few weeks ago we developed a data set to identify Plan Terminations in the MA/MAPD market.

A couple MMI+ subscribers had the idea to add Star Ratings, MOOPs, etc. to the dataset.

We agreed that it would be good information to include, allowing for a “richer” analysis.

So, we developed a new data set for you.

While the last version only included Plan Termination cohorts, this new data set includes all of the “Crosswalk cohorts”:

  • Consolidated = The plan is being renewed in 2025 but consolidated into one plan

  • Consolidated Terminated = The plan is being consolidated in 2025, but is exiting service areas (counties)

  • Renewal Plan = The plan is being renewed in 2025

  • Renewal Plan with SAE = The plan is being renewed in 2025, and is expanding to new service areas (counties)

  • SAR Renewal = The plan is being renewed in 2025, and is staying in these service areas (counties)

  • SAR Terminated = The plan is being renewed in 2025, but is exiting these service areas (counties)

  • Terminated/Non-renewed Contract = The plan is not being renewed in 2025

It also includes important information about the plans including:

  • Star Ratings for 2024 and 2025

  • Monthly Premiums for 2024 and 2025

  • Drug Deductibles for 2024 and 2025

  • MOOPs for 2024 and 2025

You can drill down by State, County, Plan Type, Contract ID, and more.

Examples of how to use the data set:

1) Thursday’s MMI Deep Dive used this data set. Go read it (link) to see examples.

2) Here is an example of comparing the enrollment weighted 2024 Star Ratings between plans that are Renewing in 2025 and those that are Terminating. (Not surprising the Terminated plans had a lower enrollment weighted Star Rating)

3) Using the dataset I was able to filter for contracts that will be seeing an increase in Premium Rate, Drug Deductible, and MOOP in 2025. It turns out there are ~711,000 current enrollees in this situation.
